A CONFERÊNCIA RIO+20

De 28 de maio a 6 junho de 2012, será realizada no Rio de Janeiro a Conferência das Nações Unidas sobre Desenvolvimento Sustentável (“Rio+20”), em celebração aos vinte anos da Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento, a “Rio-92”. A Conferência terá o seguinte programa: (I) III Reunião do Comitê Preparatório (28 a 30 de maio),responsável pela negociação do documento final a ser adotado pela Conferência; (II) “Dias Especiais” (31 de maio e 1, 2 e 3 de junho), com eventos voltados à sociedade civil sobre temas novos e emergentes. Esses eventos, propostos pelo Governo Brasileiro, constituem a grande novidade da Rio+20, e visam reunir grandes personalidades globais nos temas escolhidos, para um debate aberto, fora dos modelos de negociação tradicionais. Os resultados desses debates subsidiarão, na sequência, a reunião dos Chefes de Estado na Conferência de Alto Nível; e, por último, (III) Conferência de Alto Nível (4 a 6 de junho). A Rio+20 tem o potencial de ser o mais importante evento de política internacional dos próximos anos. O objetivo da Conferência é a renovação do compromisso internacional com o desenvolvimento sustentável, por meio da avaliação do progresso e das lacunas na implementação das decisões adotadas pelas principais Cúpulas sobre o tema e do tratamento de temas novos e emergentes. Além disso, dois temas principais serão objeto da Conferência: a economia verde no contexto do desenvolvimento sustentável e da erradicação da pobreza e a estrutura institucional para o desenvolvimento sustentável. A Conferência deverá, assim, estabelecer a nova agenda internacional para o desenvolvimento sustentável para os próximos anos. Espera-se que a Conferência conte com a participação de expressivo número de Chefes de Estado e de Governo, de delegações de todos os Estados-membros da ONU e de ampla representação da sociedade civil, em total estimado de 50 mil participantes. Como país-sede e Presidente da Conferência, o Brasil trabalhará para que a Rio+20 alcance resultados efetivos e corresponda a todas as expectativas substantivas e logísticas. Para articular os eixos de participação do Brasil na Conferência, a Senhora Presidenta da República aprovou o Decreto 7.495, em 7 de junho de 2011, pelo qual criou a Comissão Nacional da Rio+20, composta por representantes do Governo e da sociedade. A Comissão Nacional conta com uma Secretaria-Executiva, presidida pelo Ministério das Relações Exteriores, de que fazem parte os Ministérios do Meio Ambiente, da Fazenda e do Desenvolvimento Social e Combate à Fome, responsáveis pela elaboração da contribuição brasileira ao texto da Conferência nas áreas ambiental, econômica e social, respectivamente. Com o objetivo de garantir processo inclusivo e transparente de elaboração das propostas do Brasil para a Conferência, a Comissão conta com a participação de diversos setores da sociedade brasileira, indicados pelas suas respectivas entidades representativas, as quais deverão, também, constituir canais de representação junto aos seus respectivos segmentos. Quaisquer indivíduos ou organizações nacionais poderão contribuir para o processo preparatório, utilizando-se de vários canais. Além desta Consulta Pública, há representantes de diversos setores da sociedade brasileira na Comissão Nacional, indicados pelas suas respectivas entidades representativas, aos quais cabe a articulação no âmbito de seus setores. Finalmente, os Ministérios representados na Secretaria Executiva (Ministério do Meio Ambiente, Ministério da Fazenda e Ministério do Desenvolvimento Social e Erradicação da Pobreza) constituem, também, canais de consultas e debates com a sociedade brasileira e deverão considerar, em seu trabalho, todas as contribuições recebidas. Conference on Sustainable Development ("Rio +20")

From May 28 to June 6, 2012 will be held in Rio de Janeiro the United Nations Conference on Sustainable Development ("Rio +20"), to celebrate the twentieth anniversary of the United Nations Conference on Environment and Development, " Rio-92. " The Conference will have the following program: (i) Third Meeting of the Preparatory Committee (28-30 May), responsible for negotiating the final document to be adopted by the Conference, (II) "Special Days" (May 31 and 1, 2 and June 3), with events dedicated to civil society on new and emerging issues. These events, as proposed by the Brazilian Government, is the big news of the Rio +20, and aim to bring together major figures in the global themes chosen for an open debate, outside the traditional trading models. The results of these subsidize discussions following the meeting of Heads of State in the High Level Conference, and, finally, (III) High Level Conference (4-6 June). The Rio +20 has the potential to be the most important international political event of the next year. The aim of the conference is to renew the international commitment to sustainable development through the assessment of progress and gaps in implementation of decisions taken by the main summits on the topic and treatment of new and emerging issues. In addition, two main themes will be the subject of the conference: a green economy in the context of sustainable development and the eradication of poverty and institutional framework for sustainable development. The Conference should therefore establish a new international agenda for sustainable development for the next year. It is hoped that the Conference with the participation of large number of Heads of State and Government delegations from all Member States of the UN and a broad representation of civil society, estimated 50 000 participants. As the host country and President of the Conference, Brazil will work for Rio +20 achieve effective results and meet all substantive and logistical expectations.To articulate the lines of Brazil's participation in the conference, the President of the Republic passed the Decree 7495 on June 7, 2011, by which created the National Commission for Rio +20, composed of representatives of government and society. The National Commission has an Executive Secretariat, headed by the Ministry of Foreign Affairs, which include the Ministries of Environment, Finance and Social Development and Hunger Alleviation, responsible for drafting the text of the Brazilian contribution to the conference areas environmental, economic and social, respectively. In order to ensure inclusive and transparent process for preparing tenders from Brazil to the Conference, the Commission has the participation of different sectors of Brazilian society, indicated by their representative bodies, which must also be channels of representation with their respective segments. Any individuals or organizations can contribute to the national preparatory process, using various channels. In addition to this public consultation, there are representatives from various sectors of Brazilian society in the National Commission, appointed by their respective representative bodies, which bear the joint within their sectors. Finally, the ministries represented in the Executive Secretariat (Ministry of Environment, Ministry of Finance and Ministry of Social Development and Poverty Eradication) are also channels of consultation and discussion with Brazilian society and should consider in their work, all contributions received.
