Prefeitura de Guarulhos/SP dará desconto de IPTU para casas com recursos de sustentabilidade

Os proprietários de imóveis de Guarulhos que adotarem medidas sustentáveis sentirão a diferença na hora de pagar o IPTU (Imposto Predial Territorial Urbano). As casas que tiverem acessibilidade nas calçadas, árvores plantadas, áreas com gramados ou jardins, energia solar, sistema de reuso de água da chuva, entre outros recursos, terão descontos de 3% a 20% no valor do imposto. Trata-se do programa IPTU Verde, que se transformou em política pública municipal em dezembro de 2010. As diretrizes do programa foram apresentadas para técnicos da Prefeitura nesta quinta-feira (30), no Adamastor Centro. De acordo com o secretário de Finanças, Nestor Seabra, para receber o benefício no próximo ano é necessário fazer a solicitação até o mês de setembro. A constituição do programa foi possível graças a diversos levantamentos técnicos realizados durante aproximadamente um ano, com base nos programas de outros municípios que também reformularam a legislação do IPTU, tais como Campinas, São Carlos, Araraquara (SP) e Ilha Velha (ES). A instituição de incentivos ambientais, levando em consideração o conceito de sustentabilidade trouxe inovação para o município que agora figura entre pouco mais de dez cidades sustentáveis com programas similares. O IPTU Verde se insere em uma nova legislação que passou a vigorar no município em janeiro de 2011, e trouxe mudanças de ordem técnica e administrativa. Seabra afirma que houve uma consolidação de toda a lei que rege o IPTU, alterando as metodologias de cálculo do valor das edificações através do padrão construtivo, porém a mudança mais inovadora na legislação foi a criação dos incentivos ambientais. Existem outras isenções que a nova legislação trouxe para a cidade, por exemplo, o incentivo à construção de residências horizontais; o proprietário que pretende construir fica isento de IPTU por dois anos. Em 2010, 46 mil contribuintes tinham isenção de IPTU, mas a estimativa é de que esse número aumente para 83 mil em 2011. “A missão da Prefeitura é criar um meio ambiente sustentável e elaborar uma política ambiental do município, em conjunto com diversas secretarias e órgãos da administração municipal”, ressaltou Seabra. “Dessa forma será possível estimular a sociedade civil a defender o meio ambiente local por meio de incentivos fiscais e da redução de impostos. Vamos fiscalizar o cumprimento da legislação, para punir o poluidor e beneficiar o protetor do meio ambiente.
